Agreement Signed to Establish the First Sustainable Aviation Fuel Laboratory in the UAE
Fujairah to Host UAE’s First Sustainable Aviation Fuel Certification Laboratory
The establishment of the UAE’s first sustainable aviation fuel certification laboratory marks a significant step towards achieving carbon neutrality and reducing emissions in the aviation sector.
In this context, Mena Biofuels signed an agreement with Cyplot International, a global leader in testing, inspection, and certification services, following strategic meetings during the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC 2025), to establish the UAE’s first independent laboratory specializing in the testing and certification of sustainable aviation fuel.
This collaboration reflects the continued momentum of Mena Biofuels’ initiatives and its progress towards developing an integrated sustainable aviation fuel value chain, encompassing raw material sourcing, production, testing, certification, and procurement agreements.
The UAE’s first sustainable aviation fuel certification laboratory will be located within the oil industries zone in the Emirate of Fujairah.
It will operate according to the highest international standards and provide independent verification and certification services to ensure that fuel produced in the UAE meets global aviation industry standards, whether for domestic consumption or export.
Sustainable Aviation Fuel
Mohammed Saeed Al-Raqbani, Chairman of the Board of Directors of Mena Biofuels, stated that the collaboration with Cyplot reinforces the company's commitment to building a transparent and reliable sustainable aviation fuel ecosystem.
He explained that the establishment of the first sustainable aviation fuel certification laboratory in the UAE, located in Fujairah, ensures that every liter of locally produced fuel is tested and certified according to the highest international standards.
Ghazi Al-Jabouri, CEO of Mena Biofuels, said that this collaboration reflects the tangible progress achieved since the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC). It combines technology, expertise, and a shared vision to ensure that fuel produced in the UAE meets the highest standards of quality and sustainability.
This achievement represents a further step in Mena Biofuels' journey towards operating the first commercial sustainable aviation fuel production facility in the UAE, located in the Emirate of Fujairah. This will further solidify the Emirate's position as a leading regional hub for innovation in clean fuels, specialized certification, and quality assurance that meets export standards.
Sustainable Aviation Fuel Analysis in the UAE
Peter Box, President of Cyblot International, stated that the collaboration with Mena Biofuels represents a pivotal step towards establishing a comprehensive analysis system for sustainable aviation fuel in the UAE.
He added that the new laboratory in Fujairah will be equipped with state-of-the-art equipment and will operate according to internationally recognized standards, enabling the analysis of fuel technical characteristics, the tracing of raw material sources, and the verification of emissions across the entire lifecycle.
He explained that by providing independent certification services and ensuring rigorous quality assurance, Cyblot will contribute to supporting regulatory compliance, enhancing global trade, and solidifying the credibility of the sustainable aviation fuel value chain in the UAE.
This agreement complements a series of significant partnerships announced by Mena Biofuels during the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) and the Dubai Airshow. These partnerships included Memoranda of Understanding for future purchase agreements with Emirates, ENOC, ADNOC, and Evertree, thus establishing a comprehensive framework encompassing raw materials, production, testing, certification, and distribution.
The initiatives collectively confirm the UAE’s leadership in innovation in the field of sustainable fuels and efforts to decarbonize the aviation sector globally.
