UAE: Launch of the Smart Referral System for Victims of Human Trafficking


In a pioneering step that embodies the UAE's unwavering commitment to combating human trafficking crimes, the National Committee to Combat Human Trafficking announced the launch of its new website and the launch of the Smart Referral System for Victims of Human Trafficking. This coincides with the World Day Against Trafficking in Persons, which falls on July 30th of each year.


The announcement was made during an official ceremony held at the Ministry of Justice in Abu Dhabi, under the patronage and attendance of Abdullah Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the National Committee to Combat Human Trafficking. Members of the National Committee, representatives of diplomatic missions, and a select group of leaders from the Ministry of Justice participated in the ceremony.


In his speech at the ceremony, the Minister of Justice emphasized that the UAE places combating human trafficking at the top of its priorities, based on its humanitarian vision and commitment to relevant international agreements. He pointed out that the UAE has been a pioneer in this field since 2006, by joining the Protocol to Prevent, Suppress and Punish Trafficking in Persons, supplementing the Convention against Transnational Organized Crime, issuing national legislation to combat human trafficking, and developing a comprehensive strategy to combat this crime.


He also announced the launch of the National Plan to Combat Human Trafficking 2025–2027, which is based on an integrated approach that focuses on drying up the sources of crime, prosecuting perpetrators, and ensuring that they do not escape punishment, in accordance with the best international standards in this regard. This plan also focuses on providing a comprehensive protection system for victims, including care and rehabilitation, and expanding cooperation with regional and international organizations and civil society.


In the context of focusing on victim protection, the Minister of Justice announced the launch of the Smart Referral System to Combat Human Trafficking, the first of its kind in the region, powered by artificial intelligence technologies. This system aims to coordinate the efforts of relevant authorities and analyze data to proactively monitor the crime, enhancing response efficiency and speed of action. The system creates a digital file for each victim from the moment the case is received, with automatic data entry and directing the relevant authorities to take the necessary procedures, whether related to shelter, investigation, or litigation.

 

The system also provides the ability to accurately determine the victim's geographic location and exchange information between relevant entities, ensuring immediate coordination and comprehensive documentation of all stages of case handling.  This aligns with the requirements of the Zero Bureaucracy Program launched by the UAE government, through a unified digital platform comprising more than 11 entities, contributing to streamlining victim protection procedures and accelerating referrals.
